Once a key industrial hub in Luoyang, Henan Province, Jili District (吉利区) was established in 1982 to support the development of the Luoyang Refinery, now known as the Luoyang Petrochemical General Plant. Positioned north of the Yellow River, Jili was the only district of Luoyang that was geographically separate from the city’s other five districts.

In March 2021, Jili District underwent a major administrative change when it was merged into Mengjin District, reshaping Luoyang’s urban layout. Despite this transition, Jili’s industrial legacy continues to influence the region’s economic landscape, with its petrochemical roots still playing a vital role in Henan’s industrial sector.

Today, the former Jili District remains an important part of Luoyang’s historical and economic evolution, symbolizing the city's expansion beyond the Yellow River and its commitment to industrial progress.
